In the 1990s all Central and Eastern Europe Universities have undergone serious changes
and transformations. Educational programmes have been modernized, new faculties have
been opened, the academic teachers - students ratio has been adapted to new situations,
and administration structures have been modernized. In this situation the assistance of
the European Universities, in the form of offering several programmes, including the
TEMPUS whose role was perhaps the greatest, has been invaluable. The realization of the
TEMPUS projects offered an opportunity for broad cooperation between universities of
the European Union and of Central and Eastern Europe. The cooperation has not finished
along with end of the TEMPUS projects, but has been developing and continued in various
ways, one of which is being presented in this paper.

  Main educational purposes
Summer Schools in the field of Electronics and Telecommunication were essentially
designed for the students of diploma semesters and Ph.D. candidates of the Universities.
The idea of such education enterprise has been created and developed by professors Hans
Hartnagel (Technische Universitat Darmstadt), Franco Giannini and Bogdan Galwas from
the Universities mentioned above.
It was decided to relate the subject matters of the lectures to the latest developments
and tendencies in the fields of electronics and optoelectronics. The number of lectures
corresponds to a typical semester course of 26 - 30 hours. The material presented in the
course of lectures has been designed to assist students in their final theses, to be useful
for their doctorates as well as to introduce them into the area of the latest achievements
which they will encounter in their professional work very soon.
It was decided to run all the Lectures, discussions and student presentations in English so
that students could learn the language, especially i t s vocabulary and terminology in the
fields of electronics and photonics.
The venue of Summer Schools is different every year. In each place the hosting party
introduces all the participants to the culture and history of the country and the region,
with their architecture as well as to the history, programmes and the future plans of the
hosting university.
The idea of organizing yearly meetings of students and lecturers from universities of the
European Union and from Central and Eastern Europe has been successfully introduced
and accepted as the stable element of the educational programmes of all the
participating partners.
For the students the Summers Schools have become a forum to learn about the latest
achievements in their fields of study. From the lecturers point of view the Summer
Schools are an opportunity to exchange experience and to discuss the new tendencies in
education. Everyone appreciates the Summer Schools as their invaluable chance to know
one another and to cooperate together.
Finally the last come supporter, the NoE TARGET, promises to extend to the whole team
of i t s 47 partners the opportunities and the benefits of this kind of initiatives.
